It is terribly unclear, but the joke lies somewhere in the summoner's LoL client freezing after getting hit by Sejuani's ult. (I've set the joke up horribly, that's why it's so unclear.)

no that does not happen, it is a very lame pun on the word "freeze", because sejuani's ult is a big chunk of ice.
